الملخص
عرفت المؤسسات العمومية الاقتصادية في الجزائر إصلاحات متعدّدة اعتمدتها الدولة منذ الاستقلال، وذلك باعتبارها أداة الدولة لبناء الاقتصاد الوطني ووسيلتها لاستثمار المال العام. ولازالت هذه الإصلاحات متتالية في سبيل تحقيق الحوكمة، الجودة وتطوير الخدمة العمومية. تسعى السياسات الحالية إلى اعتماد مبادئ ريادة الأعمال في تسيير وإدارة المؤسسات العمومية وتحسين أدائها؛ بشكل يسمح بتشجيع حرية المبادرة لخلق الثروة وتجسيد المرونة في اتخاذ القرار، ممّا يساهم في بناء اقتصاد وطني قوي. من ثمة فالمؤسسات العمومية الاقتصادية في الجزائر تنتظرها – في هذا الشأن- رهانات وتحدّيات كبرى للتغلب على العراقيل والصعوبات التي تواجهها. The public economic enterprises in Algeria have known many reforms adopted by the state since independence; as they are the state's tool to build the national economy and its means of investing public money. These reforms are still in progress in order to achieve governance, quality and development of public service. The current policies seek to adopt the principles of entrepreneurship in the management and administration of public enterprises and to improve their performance; in a way that allows encouraging freedom of initiative to create wealth and embodies flexibility in decision-making, which contributes to building a strong national economy. Hence, economic public enterprises in Algeria are awaiting - in this regard - great stakes and challenges to overcome the obstacles and difficulties they are facing.
