الانتقال الديمقراطي في العالم العربي وإشكالية إعادة بناء المؤسسات الديمقراطية

الملخص
يعتبر موضوع الانتقال الديمقراطي في المنطقة العربية والتأسيس للديمقراطية من بين أكثر الموضوعات التي لاقت اهتماما كبيرا من قبل الباحثين والمهتمين بقضايا وشؤون المنطقة العربية، حيث حظي هذا الموضوع بنقشات علمية وأكاديمية هامة على مختلف المستويات، من أجل تفسير واقع الديمقراطية في المنطقة العربية ومحدداتها ومعيقاتها، ومدى ارتباطها بمختلف المتغيرات الدولية والإقليمية. شكل انتقال السلطة في الدول العربية أحد المتغيرات الحاكمة لمدى استقرار النظم السياسية وقدرتها على وضع قواعد تتسم بالاستمرارية والديمومة لتنظيم عملية الانتقال من الحكام إلى أسلافهم، وهو الأمر الذي تنظمه دساتير الدول وقوانينها وربما السوابق التاريخية التي تمت، وبرغم اختلاف الآلية من دولة إلى أخرى بحسب نظام الحكم الذي تتبناه، إلا أن جوهر عملية الخلافة السياسية يرتبط بكيفية تأمين الانتقال الآمن للسلطة بما يحول دون إنتاج معضلة أزمة الانتقال وانسداد أفقه، التي شكلت أحد أبرز التحديات التي واجهت النظم الجمهورية، بعد نهاية العام 2010 ومثلت دافعا ومبررا موضوعيا لتحفيز اندلاع الثورات. وتتحدد إشكالية هذه الدراسة في محاولة فهم الآليات التي انتهجتها الدول العربية من أجل إعادة البناء الديمقراطي لأنظمتها السياسية وأهم التحديات التي واجهت هذا البناء. Abstract: The subject of democratic transition and institutionalization to democracy in Arab region, is considered as the core subject with a huge importance given by scholars and those who are interested in the Arab region issues. This subject is largely debated at all levels in order to explain the status of democracy in Arab region and its constraints. Also to determine at what extent it is related to different international and territorial variables. The transfer of power in the Arab countries has been one of the governing variables of the extent of the stability of political systems and their ability to establish rules characterized by continuity and permanence to regulate the process of transition from rulers to their predecessors, which is regulated by the constitutions and laws of states and perhaps historical precedents that have taken place, despite the difference in the mechanism from one state to another according to the system The ruling you adopt, however, the essence of the political succession process is related to how to secure the safe transfer of power in a way that prevents the production of the dilemma of the transition crisis and the blockage of its horizon, which constituted one of the most prominent challenges facing republican regimes, after the end of the year 2010 and represented an objective motive and justification for stimulating the outbreak of revolutions. The problematic of this study is determined in an attempt to understand the mechanisms that the Arab countries have adopted for the sake of the democratic reconstruction of their political systems and the most important challenges that faced this construction.
