تفعيل دور التكوين كآلية لأخلقة الإدارة العامة من أجل ترقية الخدمة العمومية

الملخص
تهدف هذه الدراسة إلى إبراز الدور الذي يلعبه تكوين المورد البشري في أخلقة الإدارة العامة والرقي بالخدمة العامة، من أجل استرجاع ثقة المواطن بالإدارة، خاصة بعدما شهدته الجزائر في السنوات الأخيرة من تبديد للمال العام وتفشي الفساد والبيروقراطية وسوء استقبال للمواطن ، ناهيك عن تدني مستوى الخدمة العمومية، حيث جاءت هذه الورقة البحثية بتعريف لعملية التكوين و مراحل تطور التشريع الجزائري فيما يخص تكوين الموظف العمومي، ثم إنعكاس عملية التكوين على الأداء وأثره في أخلقة الإدارة العامة والرقي بالخدمة العمومية. This study aims to highlight the role played by the formation of the human resource in the creation of public administration and the advancement of the public service, in order to restore the confidence of the citizen in the administration, especially after the waste of public money in Algeria in recent years and the spread of corruption and bureaucracy and poor reception of citizens, not to mention the low level of public service, where this research paper came with a definition of the process of training and the stages of development of Algerian legislation with regard to the composition of the public official, and then the reflection of the training process on performance and its impact on the creation of Public administration and promotion of the public service.
