الملخص
الملخص تعتبر مرحلة إعداد مشروع قانون المالية مرحلة هامة وأساسية باعتبارها حجر الزاوية في العملية الإدارية التي هي من مهام و عمل السلطة التنفيذية كونها من المراحل الهامة، حتى يتم اعتمادها من قبل السلطة التشريعية . فمرحلة الإعداد تعني مجموعة المسائل ذات طبيعة فنية وإدارية تتصل بشكل أو بأخر بتحديد الموارد الاقتصادية التي تخصص لإشباع الحاجات العامة، ولتحقيق الأغراض الاقتصادية والاجتماعية للدولة وذلك من خلال وضع تقديرات للنفقات العامة للفترة المقبلة، حيث تتولى مسؤولية وضع هذه التقديرات في صورة مقترحة أو مشروع الإدارات الحكومية مختلفة بصفتها الأجهزة التنفيذية للدولة . Abstract : The stage of preparing the finance bill is an important and essential stage as it is the cornerstone of the administrative process, which is one of the tasks and work of the executive authority as it is one of the important stages, until it is approved by the legislative authority. The preparation stage means a set of issues of a technical and administrative nature related in one way or another to determining the economic resources that are allocated to satisfy the public needs, and to achieve the economic and social purposes of the state through the development of estimates of public expenditures for the coming period, where it is responsible for putting these estimates in the form of a proposed or project of government departments different as the executive organs of the state.
