الولايات المتحدة الأمريكية و الحوض الغربي للمتوسط: التحدي و الاستجابة

الملخص
بالنسبة للبحر المتوسط ككل يصعب تمييز حدوده الجيوسياسية بدقة، حيث أنه من الصعب إنكار خصوصية وتفرد البحر المتوسط، بالنظر إلى العديد من المواصفات،كقدرته على خلق التلاقي والتقارب بين الشعوب، وتشجيع التبادلات المختلفة بين سكانه، بالإضافة إلى الإجماع حول العديد من القيم الجماعية واندماج عديد القوانين والممارسات والعادات والتقاليد. كما يمنح المتوسط الغربي مجالا واسعا للمناورة بين ضفتيه، (جنوب غرب أوربا وشمال غرب إفريقيا والأطلسي والحوض الشرقي ومن ثمة المحيط الهندي)، فدول غرب المتوسط الأوربية لها اهتمام خاص بالمنطقة، وبكل أحداثها و تطوراﺗﻬا التي تفرزها ظروف وتداعيات ومصالح. و هنا يكون من الطبيعي جدا أن لا تبقى الولايات المتحدة الأمريكية متفرجة على قوى أخرى ترتب أولويات المنطقة وتصنع تطوراﺗﻬا، بل تسعى باستمرار أن تكون هي المبادرة والمشاركة في حراك المنطقة و تفاعلاﺗﻬا ومصيرها، سواء على المستوى الجغرافي الضيق أو الجيوسياسي الموسع. As for the Mediterranean as a whole, its geopolitical borders are difficult to accurately distinguish, as it is hard to deny the peculiarity and uniqueness of the Mediterranean due to its numerous specifications. Among them, we have its ability to create convergence and rapprochement between peoples, and to encourage different exchanges among its inhabitants, in addition to a consensus on many collective values and the integration of many Laws, practices, customs, and traditions. The western Mediterranean also gives ample room for maneuver between its two shores (southwestern Europe, northwest Africa, the Atlantic, the eastern basin, and from there the Indian Ocean), as the countries of the western European Mediterranean have a special interest in the region, and with all its events and developments that are produced by circumstances, repercussions and interests. Here it is very natural for the United States of America not to remain a spectator to other powers that arrange the region’s priorities and make its developments, but rather seek to be the initiative and participate in the region’s mobility, interactions, and destiny, whether on the narrow geographical or expanded geopolitical level.
