الدور الإجتماعي للجماعات الإقليمية

الملخص
الملخص: نص دستور 1996على مبادئ عامة خاصة بالعمل الاجتماعي بهدف تقليص الفوارق الاجتماعية بين الأفراد والفئات والجهات. ركزت النصوص التشريعية والتنظيمية ذات الصلة والخاصة بالجماعات الإقليمية، باعتبارها هيآت لامركزية،مساهمة في تجسيد السياسات العمومية الاجتماعية، بهدف معالجة الإختلالات الإقتصادية ووضعيات الأشخاص عن طريق إعانات مباشرة لفائدة أفراد وفئات معينة(ذوي الدخل الضعيف، ذوي الاحتياجات الخاصة، الطفولة، الأحداث، المسنين، وفئات ذات الوضعيات الخاصة). لم تدرج النصوص القانونية المتعلقة بالجماعات الإقليمية في جانبها الإجتماعي، المقاربات المبنية على تجاوز الوضعيات الإجتماعية الصعبة؛ كالمرافقة الإجتماعية، التنمية الإجتماعية، إشراك المؤسسات الإقتصادية. الكلمات المفتاحية: المبادئ والقواعد الدستورية –اللامركزية –الجماعات الإقليمية –العمل الإجتماعي –الفئات الإجتماعية –التنمية الإجتماعية. abstract: The 1996 constitution stipulated general principles and rules, specific to social work, with the aim of reducing social differences between individuals, groups and entities. Relevant legislative and regulatory texts for regional groups have focused, as decentralized bodies, contributing to the embodiment of social public policies, with a view to addressing economic imbalances and people's situations through direct subsidies for the benefit of specific individuals and groups (those with low incomes, those with special needs, childhood, Juveniles, the elderly, and groups with special situations. Legal texts related to regional groups have not been included in their social aspect, approaches and theories based on overcoming difficult social situations; social accompaniment, social development, and involvement of economic institutions.
