الادوار الاجتماعية والامنية والسياسية للعشائر العراقية بعد عام 2003

الملخص
تتميز العشائر العراقية على مدى العصور بأدوارها المختلفة، إذ انها على المستوى الاجتماعي يتمركز دورها في فض النزاعات بين افرادها واعادة الحقوق للأطراف ومعاقبة من يخالف قوانينها، بينما على المستوى الامني فبدأ التسليح العشائري يتعاظم إلى الحد الذي يمكن مقارنة مع ما تمتلكه القوة العسكرية في ظل غياب الدولة واجهزتها الامنية وانعدام القانون والرادع القانوني، اما على المستوى السياسي فان للعشائر دور مهم ومؤثر في العملية السياسية في ظل نظام التعددية الحزبية في العراق وشدة التنافس فيما بينهم وكل حزب همه الوحيد الوصول إلى السلطة والاحتفاظ بها، إذ أنه لم يعد المرشحون يفكرون بالفوز إلا عن طريق الدعم المباشر من عشائرهم، فاصبحت شيوخ العشائر تمارس دور الوساطة بين القيادات السياسية وابناءها. Iraqi clans are distinguished by their different roles, as on the social level their role is centered in settling disputes between their members, restoring rights to the parties and punishing those who violate their laws, while on the security level, clan armament began to increase to the extent that it can be compared with what the military force possesses in the absence of the state and its security services And the absence of law and legal deterrence. On the last political level, the clans have an important and influential role in the political process in light of the multi-party system in Iraq and the intensity of competition among them, and each party is only concerned with access to power and retaining it, as the candidates no longer think of winning except through Direct support from their clans, so the sheikhs of the clans practice the role of mediation between political leaders and their sons.
