الملخص
تحتاج مختلف الجموع البشرية منذ القدم لمن يأخذ بزمام أمورها لقيادتها وإدارة شؤونها العامةـ أملا منها لإحقاق التنمية والحرية والعدالة والانصاف في التوزيع لخيرات وثروات البلاد في إطار نظام ديمقراطي أساسه المواطنة العضوية النشطة وفقا للأطر الدستورية والقانونية هذا ما هدفت له الدول الرأسمالية الليبرالية عبر حقب تاريخية طويلة تفاعلت نخبها مع وسطها المجتمعي، في وقت لا تزال فيه دول العالم الثالث تأن تحت العديد من الباثولوجيات العلائقية على غرار القارة الإفريقية رغم كل المقومات من ثروات وخيرات تتربع عليها. تعرضت لهزات عنيفة ردحا من الزمن تركت بصماتها على النخب الحاكمة بعد الاستقلال التي تلقت غالبيتها تكوينها داخل الأقبية الغربية.
