تقييم سياسات الإنفاق الحكومي على قطاع التعليم والتربية في الجزائر

الملخص
تهدف ﻫﺬﻩ ﺍﻟﺪﺭﺍﺳﺔ ﺇﱃ ﲢﻠﻴﻞ ﺗﻄﻮﺭ ﻧﻔﻘﺎﺕ ﻘﻄﺎﻉ التعليم والتربية ﰲ ﺍﳉﺰﺍﺋﺮ ﺧﻼﻝ ﺍﻟﻔﺘﺮﺓ (2000-2019)، وذلك بتشخيص مجهودات الدولة في ﺗﺪﻋﻴﻢ ﺍﻟﻘﻄﺎﻉ ﺍﻟتعليم ﻣﻦ ﺧﻼﻝ ﺳﻴﺎﺳﺔ ﺍﻹﻧﻔﺎﻕ ﺍﻟﻌﺎﻡ، ﻭﺫﻟﻚ ﰲ ﻇﻞ ﺍﳌﻮﺍﺭﺩ ﺍﻟﻀﺨﻤﺔ ﺍﻟﱵ ﺃﻧﻔﻘﺘﻬﺎ ﰲ ﻫﺬﺍ ﺍﻷﺧﲑ ﺑﺎﻟﺘﺮﻛﻴﺰ ﻋﻠﻰ البرامج التنموية، ﻭﺫﻟﻚ ﳌﺎ ﳍﺎ ﺩﻭﺭ في تحقيق ﺍﻟﺘﻨﻤﻴﺔ ﺍﻟﺒﺸﺮﻳﺔ ﺑﺼﻔﺔ ﺧﺎﺻﺔ ﻭﺍﻟﺘﻨﻤﻴﺔ الاقتصادية، ﺑﺘﺤﻠيل تطور ﻧﺴـﺒة الإنفاق المخصصة للقطاع ﻭﺍﻟﻮﻗﻮﻑ ﻋﻠﻰ ﻣﺪﻯ تحقق ﺍﻷﻫﺪﺍﻑ المرجوة. ﻭﺗﻮﺻﻠﻨﺎ ﻣﻦ ﺧﻼﻝ ﻫﺬﻩ ﺍﻟﺪﺭﺍﺳﺔ إلى ﺗﺰﺍﻳﺪ ﺍﻟﻨﻔﻘﺎﺕ التعليم ﻣﻦ ﺳﻨﺔ ﺇﱃ ﺃﺧﺮﻯ ﻭﻣﻦ ﺑﺮﻧﺎﻣﺞ ﺗﻨﻤﻮﻱ ﺇﱃ ﺁﺧﺮ، ﳑﺎ يبين ﻧﻴﺔ ﺍﻟﺪﻭﻟـﺔ ﻟﺘﺤﻘﻴﻖ ﻭﲢﺴﲔ ﺍﻟﻮﺿﻊ ﺍﻟتعليمي ﻭﻣﺴﺘﻮﻯ التعليم، ﻭﻛﺬﺍ ﻋﺪﻡ ﺗﻮﺍﻓﻖ ﻣﺎ ﺧﺼﺺ ﻣﻦ ﺇﻧﻔﺎﻕ ﻭﻣﺎ تحقق من أهداف، ﺣﻴﺚ ﺃﻥ ﺍﳉﺰﺍﺋﺮ ﲢﺘﻞ ﺍﳌﺮﺍﺗﺐ ﺍﻷﺧﲑﺓ ﻣﻦ ﺣﻴﺚ المستوى ﻭﺍﻟﻨﻈﺎﻡ التعليمي ﻣﻘﺎﺭﻧﺔ ﺑﺎﻟﺪﻭﻝ التي ﳍﺎ ﻧﻔﺲ الخصائص. This study aims to analyze the evolution of the education sector expenditures in Algeria during the period (2000-2019), by diagnosing the efforts of the state to support the education sector through the public spending policy, in light of the huge resources it has expended on development programs, in this regard. Because it has a role in achieving human development in particular and economic development, by analyzing the evolution of the percentage of spending allocated to the sector and determining the extent to which the desired goals have been achieved. Through this study, we found an increase in education expenditures from one year to another and from one development program to another, which shows the state's intention to achieve and improve the educational situation and the level of education, as well as the inconsistency of the expenditures allocated and the achievement of expenditures. level and educational system compared to countries with similar characteristics
