الملخص

الملخص: ضحايا النزاعات المسلحة والكوارث الطبيعية لهم الحق في تلقي المساعدة الإنسانية، وتوجد العديد من المبررات والأسس القانونية التي تشجع الدول والمنظمات الدولية الحكومية وغير الحكومية، عند حدوث كارثة إنسانية أو كارثة طبيعية، عرض تقديم المساعدة الإنسانية على الدول المنكوبة، حيث يجوز للجنة الدولية للصليب الأحمر وغيرها من المنظمات الإنسانية غير المتحيزة، بشرط موافقة أطراف النزاع، أن تقوم بأنشطة إنسانية لحماية الأشخاص المتمتعين بالحماية وإغاثتهم، مع ذلك هناك العديد من المبادئ يجب الإسترشاد بها أثناء تقديم تلك المساعدات هي مبدأ الإنسانية، ومبدأ عدم التحيز، وعليه ينبغي أن تلبي كل مساعدة إنسانية مطلبين أساسيين وهما: أن يكون غرضها الأساسي بل والوحيد حماية البشر من آلام الحرب وفقا لمبدأ الإنسانية إلى جانب ضرورة الالتزام بمبدأ عدم التمييز بين المستفيدين Abstract: Victims of armed conflicts and natural disasters, the right to receive humanitarian assistance, there are many justifications and the legal foundations that encourage States and international governmental and non-governmental organizations, when a humanitarian catastrophe or natural disaster, the offer of humanitarian assistance to the affected countries. Where the International Committee of the Red Cross and other humanitarian organizations, non-biased, and subject to the approval of the parties to the conflict, the humanitarian activities for the protection of internationally protected persons and their relief. With that there are many principles must be guided by the provision of such assistance is the principle of humanity, and the principle of impartiality. And should therefore meet all humanitarian assistance and basic demands: that the basic purpose but only protect human beings from the pain of war in accordance with the principle of humanity the necessity for commitment to the principle of non-discrimination among beneficiaries.
