الملخص
الملخص: تسببت الإنبعاثات الناتجة عن النشاطات البشرية في مشاكل بيئية غيرت المزيج المتشعب من الغازات الموجودة في جو الأرض، الشئ الذي أضر وبصفة مباشرة بالغلاف الجوي الذي يعد أحد المشتركات العالمية التي تؤثر تأثيرا مباشرا على البيئة، ولتطور الأنشطة الإنسانية دورا كبيرا في تلويث الغلاف الجوي، أين أخذت إشكالية التلوث عموماً حيزاً معتبرا من الإهتمام الدولي بسبب بعدها العالمي ومخاطرها التي أثرت مباشرة الغلاف الجوي المحيط بالأرض خاصة بعد قيام الثورة الصناعية بعد الحرب العالمية الثانية، التي لم تحترم توازن النظام البيئي، مما تسبب في خلخلته وتحول المشاكل البيئية المحلية إلى مشاكل إقليمية وعالمية، هناك مبادئ عامة تحكم العلاقات بين الدول فيما يتعلق بحماية البيئة بوجه عام والغلاف الجوي بوجه خاص، وقد إستقرت هذه المبادئ في إطار القانون الدولي كونها تسهم في حماية وتطوير البيئة. Abstract: Emissions resulting from human activities caused environmental problems that changed the manifold mixture of gases in the earth’s atmosphere, which directly harmed the atmosphere, which is one of the global joints that directly affect the environment, and the development of human activities played a major role in polluting the atmosphere, where it took The problem of pollution in general is a significant area of international attention because of its global dimension and its risks that directly affected the atmosphere surrounding the Earth, especially after the industrial revolution after World War II, which did not respect the balance of the ecosystem, which caused its disruption and the transformation of local environmental problems into regional and global problems. General principles governing relations between states with regard to the protection of the environment in general and the atmosphere in particular, and these principles have been established within the framework of international law as they contribute to the protection and development of the environment
