دور استراتيجية التحويل والدفع المسبق للديون في تخفيض حجم المديونية العمومية في الجزائر

الملخص
ملخص: تهدف الدراسة لمعرفة مدى نجاح فكرة تحويل الدين العمومي الى استثمارات في الجزائر؛ مع إبراز الدور الذي قام به صندوق ضبط الإيرادات الجزائري في تجسيد سياسة الدفع المسبق للمديونية العمومية بشقيها الداخلي والخارجي من خلال إعادة جدولة الدين الخارجي لدى ناديي باريس ولندن، أين انخفض الدين العمومي الخارجي لمستويات يمكن تحملها بناء على نتائج الدراسة تم تأكيد صحة فرضية نجاح الاستراتيجيات المنتهجة لدفع المديونية في تخفيض حجم الدين العمومي الجزائري؛ وهو ما يتوافق مع أهداف إنشاء الجزائر لصندوق ثروة سيادي؛ أين سعت الحكومة للحد من تأثير الدين العمومي على السياسة المالية، من خلال عقد اتفاقات سواء بتحويله، تخفيضه، أو تسديده. Abstract: This study aims to find out the success of the idea of converting the public debt into investments in Algeria. While highlighting the role played by the Algerian Revenue Control Fund in embodying the prepayment policy of public debt, both internally and externally; By rescheduling the external debt with the Paris Club and the London Club, where the external public debt moved to sustainable levels. The résulte of the study confirm the hypothesis of the success of the various strategies adopted to pay the debt in reducing the size of the public debt in Algeria. This is consistent with the purpose of Algeria establishing a sovereign wealth fund; Concurrent with all this, the government sought to limit the impact of the public debt on fiscal policy, by concluding prior agreements, whether to convert it, reduce it, or repay it.
