الإرهاب الجديد في ليبيا

الملخص
تستهدف هذه الدراسة توضيح أهم تحولات الظاهرة الإرهابية، في ظل ما تشهده الساحة الدولية من مستجدات وتحول تكنولوجي هائل أدى بتحول الظاهرة الإرهابية من شكلها التقليدي إلى أشكال جديدة متنوعة، حيث شمل هذا التحول الطابع الهيكلي للظاهرة، الذي افرز وسائل وأدوات جديدة رافقت التحول في مفهوم الأمن. ففي ظل ما تشهده الساحة العربية من تحول في هيكل الأنظمة السياسية، الذي أفرزته ثورات ما يسمى الربيع العربي، التي نتج عنها تردي كبير للأوضاع الأمنية التي أفرزت بيئة ملائمة لتنامي مختلف التهديدات الأمنية خاصة منها ظاهرة الإرهاب التي شهدت تحول في طرق تنظيمها وتشكيلاتها، وهو واقع الحال الذي تشهده ليبيا التي أصبحت بؤرة ملائمة لانتشار وتنامي هذه الظاهرة التي أدت إلى انفلات أمني غير مسبوق أدت إلى انهيار شبه كامل للدولة ومؤسساتها المدنية والأمنية ، وهو ما سيتم توضيحه من خلال عناصر هذه الدراسة. الكلمات المفتاحية: الظاهرة الإرهابية الجديدة، الأشكال، الوسائل المستخدمة، الأمن في ليبيا، طرق المواجهة. Abstract This study aims to clarify the transformations of the terrorist phenomenon, from its traditional form to various new forms. This transformation concerns the structural nature, which produced new means and tools that accompanied the transformation in the concept of security. revolutions led to mutation in the Arab area of political systems, that is called Arab Spring, which led to deterioration of the security, especially the phenomenon of terrorism, which has many ways of organization and formations, that’s what is happening in Libya, which has become a point for the spread and growth of this phenomenon, which led to the insecurity and to the almost complete collapse of the state and its civil and security institutions, that will be clarified through the elements of this study.
