الملخص
يعرف الخطاب بأنه فن من فنون القول، يستخدم لإقناع الجماهير واستمالتهم، ومن ثمة فإن الضرورة الاجتماعية والظروف السياسية تحتم على الخطيب أن يتزود بقواعد الخطاب الحديثة، وتقنياته الحجاجية، للتعبير عن قضايا المجتمع، وفي كل الأحوال لا يمكن للغة أن تبوح بكل شيء، كما يمكن للخطيب السياسي مجانبة الصدق، ومخادعة الجمهور، ولا يتبين ذلك إلا من خلال الحجج التي يقدمها، وما تضمره من القول، وما تبنى عليه من افتراضات سابقة . The discourse is an art of saying, used to impress the masses, and from there, the social necessity and the political circumstances force the preacher to conform to the rules of the modern discourse and to his techniques of the arguments to express the problems of the society, In any case, language can not reveal everything, political speech can avoid honesty and deceive the public. This can only be seen by the arguments he makes, and what he contains from the statement, and built on the pre-supposition.
