دور الحكومة الالكترونية في ترقية ثقافة المجتمع

الملخص
عرف العالم في الحقبة الأخيرة، ثورة هائلة في مختلف المجالات العلمية والتكنولوجية, لاسيما في مجال شبكة الانترنت التي أحدثت تغييرا في الحياة الثقافية والاجتماعية للإنسان، حيث أصبحت من الركائز الجوهرية والمعول عليها في تطوير التنمية الاقتصادية والاجتماعية والارتقاء بالمجتمع حضريا. مما حفز على استعمال هذه الشبكة الالكترونية كوسيلة لتقديم الخدمات الحكومية، وعلى ذلك، برزت إلى الوجود فكرة "الحكومة الإلكترونية" أو" E-GOUVERNMENT "، وهذا ما انعكس على الإدارة العمومية التي تعتبر هي الأداة أو الآلية التي تحرك عجلة التنمية في الدولة وتخدم المواطنين، وبذلك تم إدراج البرمجة المعلوماتية داخل منظومة عمل الإدارة. في النصف الثاني من تسعينيات القرن العشرين بدأت مشاريع إنشاء الحكومة الالكترونية في العديد من الدول المتقدمة، حتى الدول العربية هي الأخرى بدأت تظهر بوادر التجارب الأولى مع بداية القرن الحادي والعشرين، في كل من مصر،والسعودية إمارة دبي، الأردن، وسرعان ما اقتنعت الدول العربية الأخرى بمميزات و فوائد هذا المشروع، مما دفعها إلى تبني الفكرة، والجزائر واحدة من هذه الدول التي تحاول تنفيذ هذا المشروع على أرض الواقع. والهدف الرئيسي من إقامة الحكومة الالكترونية هو تقديم الخدمات إلكترونيا لتبسيط المعاملات الحكومية بين الجمهور و الدوائر الحكومية، و زيادة نشر الوعي ألمعلوماتي، كما ينعكس على زيارة مستوى التعليم والتدريب في صفوف القطاعين العام والخاص، وبالتالي الاستفادة القصوى من التكنولوجيا التي تساهم في الوصول إلى مجتمع المعرفة.ولأجل دراسة موضوع " دور الحكومة الالكترونية في ترقية ثقافة المجتمع " سوف نتناول في هذه الورقة الإجابة عن التساؤلات التالية: 1 ما هي الحكومة الالكترونية؟ 2 كيف تساهم الحكومة الالكترونية في ترقية ثقافة المجتمع ؟ 3 ما هي تحديات نجاح الحكومة الإلكترونية؟ 4 هل قامت الدولة بتهيئة المجتمع الجزائري للحكومة الالكترونية؟ The world has seen in recent times, a huge revolution in the various scientific and technological fields, particularly in the area of the Internet that has caused a change in the cultural and social life of the human being, as it has become one of the fundamental pillars of economic and social development and the improvement of the culture of the society. Stimulate the use of this electronic network as a way to deliver government services and, therefore, emerged the idea of "e-government" or "E-Government" and this was reflected in the public administration, which is considered the tool or mechanism that triggers the development of the state and serve the citizens and so was the inclusion of programming the information into the system management work. In the second half of the twentieth century began the construction projects of e-government in many developed countries, so that other Arab countries are beginning signs of the first experiments show the beginning of the atheist and the twentieth century, Egypt and Saudi Arabia, Dubai, Jordan, and soon convinced the Arab States other features and advantages of this project, which paid for the adoption of the idea, and Algeria is the one of those countries which are endeavoring to implement the project on the ground. The main objective of the establishment of e-government is to provide services electronically to streamline government transactions between public and government departments, and increase the spread of information awareness as evidenced by the level of education and training between the public and private sectors, and so make the most of the technology that contribute to access to the company's knowledge .And to explore the theme "e-government role in promoting the culture of the community "is described in this article is to answer the following questions: 1 What is e-government? 2 How e-government contribute to the promotion of the culture of the community? 3 What are the challenges to the success of e-government? 4 What are the Algerian state's efforts to implement e-government?
