واقع الاقتصاد غير الرسمي في الجزائر وآليات مكافحته The Reality Of Informal Economy And The Methods To Reduce In Algeria

الملخص
تهدف هذه الورقة البحثية إلى تسليط الضوء على واقع الاقتصاد غير الرسمي في الاقتصاد الجزائري. ومن أجل ذلك قمنا بإتباع المنهج الوصفي التحليلي ،قمنا باستعراض مفهوم الاقتصاد غير الرسمي ،خصائصه ،أسبابه. من جهة أخرى تعرضت هذه الدراسة إلى طرق قياس الاقتصاد غير الرسمي ، مجالات الاقتصاد غير الرسمي في الجزائر. كما ركزت الدراسة على مجهودات الحكومة الجزائرية للقضاء على الاقتصاد غير الرسمي ، برامج الحكومة الجزائرية لإزالة الأسواق الموازية. وتوصلت هذه الدراسة إلى أن الاقتصاد غير الرسمي يبقى ملجأ للشباب البطال نظرا لغياب استثمارات منتجة طويلة المدى تفتح مناصب شغل دائمة وتوفر السلع والخدمات النادرة في الأسواق بالرغم من الجهود المبذولة من طرف الدولة للقضاء على هذه الظاهرة. وخلصت الدراسة إلى جملة من النتائج والتوصيات المقترحة التي تخدم أهداف الدراسة. This study aims to identify the reality of the informal economy in the Algerian economy. For this reason, we followed the descriptive analytical approach. For this we have started with the concept of the informal economy, its characteristics, its causes. And on the other aspect, we gave the methods of measurement of the informal economy, the fields of the informal economy in Algeria And this study focused on the efforts of the Algerian government to eradicate the informal economy, and the Algerian government's programs to suppress parallel markets. The study concluded that the informal economy remains a safe haven for unemployed youth in the absence of long-term productive investments that open up permanent jobs and provide scarce goods and services in markets despite the efforts by thestate to eliminate this phenomenon. The study ended with a set of conclusions and recommendations which matching with study aims
