الملخص

الملخص: تعتبر الحبوب أهم المحاصيل الزراعية في العالم ومعيارا للسيادة القومية لهذا تسارع الدول في الحفاظ على الاكتفاء الذاتي منها و السيطرة على الأسواق الدولية وتعتبر دول الاتحاد الأوربي من أهم منتجي و مصدري هذه المحاصيل بفضل سياستها التجارية الزراعية التي شهدت تطورات متتالية للنهوض بالقطاع الزراعي وخاصة محاصيل الحبوب لحمايتها من الاضطرابات في السوق العالمي. لقد مست التطورات التدخل الحكومي الذي أصبح يستخدم للحالات الطارئة وذو نطاق كمي محدود كما انه الغي لبعض المنتجات مثل الصورغو، كما يستخدم سياسة الواردات خاصة منها الرسوم الجمركية وسياسة الصادرات التي عرفت إلغاء دعم الصادرات على وجه الخصوص تماشيا مع التطورات العالمية. Abstract: Cereals are the most important agricultural crops in the world and a standard of national sovereignty.The countries of the European Union are one of the most important producers and exporters of these crops thanks to their agricultural trade policy, which witnessed successive developments to promote the agricultural sector, especially grain crops to protect them from the turmoil in the global market. Economic developments touched on government intervention which has become used for emergencies with a limited quantitative range. It also canceled some products such as SORGO.The European Union uses the import policy, especially tariffs and export policies, which have defined the abolition of export subsidies in particular in line with global developments. To detail this policy and its impact on grain production and exports, we have divided the research into two main axes: 1/ the grain policy in the European Union 2/ the reflection of trade policy on grain production and exports
