الجودة الشاملة في التعليم العالي ومبررات اعتمادها في الجامعة الجزائرية

الملخص
ملخص: يعبر التعليم العالي على معطى للسياق العام للمجتمع الذي ينتمي إليه سواء من ناحية الثقافة أو الاقتصاد أو السياسة... مما يفرز تناقضات المجتمع في جامعاته. حيث تواجه الجامعة الجزائرية تحديات داخلية وخارجية في إطار ما أفرزته العولمة وسيتم التطرق إليها في هذا المقال مما يستدعي إعادة النظر في هيكلة ومضمون التعليم العالي في المجتمع الجزائري حتى يجيب على متغيراته محليا ودوليا من خلال اعتماد معايير الجودة الشاملة؛ لذا يستمد هذا المقال أهميته من معوقات الجامعة الجزائرية وطبيعة التحديات التي تواجهها على المستويين المحلي والدولي، والتي تفرض عليها التخلي عن طابعها التقليدي وتبني رؤى تعليمية إدارية جديدة تواكب من خلالها المجتمعات المتقدمة حتى تتجاوز المعوقات التي تواجهها وتصبح فعلا "قاطرة المجتمع"...، هذه العبارة التي لطالما سمعناها من طرف الفاعلين الاجتماعيين، معتمدا على نتائج الدراسة التحليلية التقييمية لنظام التعليم العالي في المجتمع الجزائري. Abstract: Higher education is given to the general context of the society to which he belongs whether from the side of the culture, economy and politics ... which generates conflicts of society in the universities. The Algerian university is facing internal and external challenges in the context of globalization which will be addressed in this article - based on the results of the analytical and evaluative study of the Algerian education system - which leads us to review the structure and content of higher education in Algerian society so that it meets the internal and global requirements to the quality assurance procedures. For that, this article takes its importance from the obstacles of the Algerian university and the nature of the challenges it faces in the local and international level. Which requires that it abandons its traditional character and the adoption of new educational and administrative visions for the same level of modern societies, to overcome the challenges it faces and actually becomes ''the company's locomotive'' ... this phrase often heard of social activists.
