الملخص
تهدف هذه الدراسة إلى الوقوف عند واقع البحث العلمي في الجامعة الجزائرية بالمقارنة مع الدول المتقدمة في ظلّ التحوّل التكنولوجي الهائل الذي فرضته المعلوماتية والتي جعلت ميزان التنمية قائما على أساس البحوث العلمية الدقيقة والحديثة. كما تقف الدراسة حول الإستراتيجية التي سطّرتها الهيئات الوصية من أجل تحديث الجامعة وضبط القوانين اللازمة للارتقاء بالمستوى التعليمي العالي، ومدى تطبيق ذلك في الواقع. والحديث عن استغلال التكنولوجيا يثبت واقعا سيئا يستلزم التدقيق فيه وفي آليات تفعيله وتوظيفه بالشكل الإيجابي تحت إشراف متخصّص وجاد لتحقيق الخطوة النوعية في التقدّم والتنمية. Study Summary The aim of this study is to identify the reality of scientific research at the Algerian University compared with the developed countries in light of the enormous technological transformation imposed by informatics, which has made the balance of development based on accurate and modern scientific research. The study also discusses the strategy set by the guardianship bodies to modernize the university and to determine the laws necessary to raise the level of higher education, and the extent to which it is applied in practice. And talk about the exploitation of technology proves a bad reality that requires scrutiny and mechanisms to activate it and employ it positively under the supervision of a specialist and serious to achieve the qualitative step in progress and development
