الدبلوماسية البيئية بين متطلبات العلم وإكراهات السياسة

الملخص
:ملخص تعتبر الدبلوماسية البيئية وسيلة من وسائل التعاون الدولي تهدف إلى حماية البيئة، والوقاية من النزاعات المتعلقة بها، وفضها سلميا، في إطار تحقيق أفضل توازن بين العلم والسياسة. وهذا البحث جاء ليدرس كيفية تحقيق هذا التوازن، مبرزا مدى أهمية توظيف هذه الدبلوماسية لنتائج الأبحاث العلمية من جانب، وموضحا سبل تجاوزها للإكراهات السياسية التي تعرفها عمليات التفاوض من جانب ثان تظهر النتائج بأن تفعيل دور الدبلوماسية البيئية يرتبط بثلاثة عوامل أساسية: أولا، تشجيع البحث العلمي في مجال البيئة، وتبادل المعارف والممارسات الجيدة. ثانيا، تطبيق مبدأالمسؤوليةالمشتركةوالمتباينة الذي سوف يقلل من حدة الصراع الحاصل بين الدول المتقدمة والدول النامية مع تجنب أخذ بعض الدول لمبدأ الحق السيادي على مواردها كذريعة لعدم الالتزام بالمعاهدات البيئية العالمي .ثالثا وأخيرا .استناد إلى الدليل العلمي في معالجة المشاكل البيئية دون إهمال أولويات المصلحة الوطنية Abstract : Environmental diplomacy is a means of international cooperation aimed at protecting the environment, preventing environmental conflicts and resolving them peacefully, within the framework of a better balance between science and politics. This research will study how to achieve this balance, highlighting the importance to use the results of scientific research and explaining ways to overcome political constraints that hinder negotiation processes. The results show that three factors underlying the activation of environmental diplomacy, firstly, the encouragement of environmental research-related, the exchange of knowledge and good practices. Secondly, apply the principle of common but differentiated responsibilities, which would reduce the intensity of the conflict between developed and developing countries, to prevent certain countries from taking the principle of sovereign rights over their resources as a pretext for not joining the international environmental agreements. Finally, rely on scientific evidence to solve environmental problems without neglecting the priorities of the national interest.
