التعاون اللامركزي الجزائري-المتوسطي: الفرص والتحديات

الملخص
:ملخص تهدف هذه الدراسة إلى إبراز الفرص التي يمكن للجماعات الإقليمية الجزائرية كسبها من خلال علاقات التعاون اللامركزي مع نظيرتها المتوسطية، كما تسعى إلى تبيان التحديات التي تواجه هذه العلاقات .وكيفية تجاوزها ، وذلك وفق تصور منهجي ينطلق من تحديد وضبط مفهوم هذا التعاون ومقارباته من جانب، ثم يوضح فرصه وتحدياته من جانب ثان تظهر نتائج الدراسة مجموعة من الفرص والتحديات المشتركة التي تتعلق بأطراف التعاون مجتمعة، وأخرى متفردة خاصة بكل طرف. وتؤكد النتائج على أن هذا التعاون حتى يحقق المنفعة العمومية .يحتاج إلى بناء مقاربة شاملة، تشاركية، مندمجة ومستدامة .كلمات مفتاحية: التعاون اللامركزي، الجماعات الإقليمية الجزائرية، المتوسط، الفرص، التحديات Abstract: This study aims to shed light on opportunities of decentralized cooperation between Algerian territorial collectivities with its Mediterranean counterparts. Moreover, it seeks to display the challenges that face these relationships, and how it could be surpassed according to a methodological approach which begins with specifying the concept of this cooperation and its approaches from one side, then clarifying its opportunities and challenges from another one. The findings of this study show a combination of common opportunities and challenges related to the cooperation’s parties, and another individual combination related to each party. The results confirm that in order to realize the common good, it needs to build an inclusive, shared, integrated, and sustainable approach.
