الملخص
تتطرق الورقة البحثية إلى الإشكاليات المرتبطة بممارسة الفعل المواطناتي في الجزائر ومدى انسجامه مع الممارسات الديمقراطية في العالم، كما تحاول الورقة إماطة اللثام على الممارسات النمطية لممارسة المواطنة على المستوى المحلي وحدود الاندماج مع مقترحات المواطن الكوزموبوليتاني أو العالمي. وسنحاول تحديد وتحليل آليات ممارسة الفعل المواطناتي في الجزائر من خلال التعرض للمسارات التاريخية لمفهوم المواطنة، والحديث عن جدليات الاندماج مع الممارسات التي يبيحها نمط المواطنة العالمية للشعوب، وهل بإمكان النظام ضمان آليات ممارسة هذا النمط، باعتبار الأخير شكل مبتكر من أشكال ممارسة الفعل الديمقراطي. كما سنتطرق إلى التبعات التي يترتب عليها والأسس التي تقوم عليها المواطنة والكيفية التي من خلالها تمنح المواطنة، الحقوق الأساسية للمواطنة الديمقراطية والواجبات الأساسية المترتبة على المواطنة الديمقراطية، إذ تحاول الورقة بناء شكل من العلاقة بين التربية وممارسات المواطنة من خلال الحديث عن مفهوم التربية المواطنية، والذي يجعل التربية مهمة لتحقيق المواطنة وشروط التربية المواطنية. The research paper deals with the problems related to the practice of citizenship action in Algeria and its compatibility with democratic practices in the world. We attempt to identify and analyze the mechanisms of practicing citizenship action in Algeria through exposure to the historical paths of the concept of citizenship، and talking about the dialectics of integration with the practices permitted by the model of global citizenship or cosmopolitan for peoples، and can the system guarantee the mechanisms of practicing this model، considering this model as innovative form of practicing Democratic Action We will also attempt to address the consequences and foundations on which citizenship is based and how citizenship is granted، the basic rights of democratic citizenship and the basic duties arising from democratic citizenship. The paper attempts to build a form of relationship between education and citizenship practices through Talking about the concept of citizenship education، which makes education important to achieve citizenship and the conditions of citizenship education
