الأسس النّظرية لسياسات الرّعاية الاجتماعية

الملخص
تسعى الدّراسة إلى استكشاف أهم البراديغمات والمقاربات والنّظريات التي تشكّل الأسس والرّؤى النّظرية لسياسات الرّعاية الاجتماعية، التي تسهّل من عمليات رسم وصنع السّياسات على الرّغم من تعدّدها واختلافها، إذ تشكّل منطلقات جوهرية ومبادئ أولية لفهم أبعادها والطّرق الكفيلة بتنفيذها. وعليه تفرض الدّراسة منهجاً وصفياً تحليلياً لتسليط الضًوء عليها للوصول إلى نتائج علمية. يرنو التّعرّف على مختلف البراديغمات والنّظريات إلى إدراك أهمية وجدوى النًمذجة، كما أنّ فهمها يتيح المرونة في عمليات رسم وتحقيق مختلف البرامج، وإدراك مغزاها بعيداً عن "الارتجالية والسّياسوية" التي تتميّز بها بعض برامج الرّعاية الاجتماعية، وخاصّة في الدّول الأقلّ تقدّما التي تتعرّض سياساتها للفشل والإحباط انسياقاً وراء الظّروف السّياسية الآنية. وبالمحصّلة استكشاف جدوى وفاعلية البراديغمات في أداء سياسات الرّعاية الاجتماعية. Abstract The study aims to explore the most important paradigms, approaches, and theories that form the theoretical foundations and perspectives of social welfare policies, which facilitate the processes of policy formulation and implementation despite their diversity and differences. These paradigms and primary principles are essential starting points for understanding their dimensions and the ways to implement them. Therefore, the study imposes a descriptive and analytical methodology to shed light on them and reach scientific results. Understanding the various paradigms and theories aims to realize the importance and feasibility of modeling, as well as understanding its significance, far from the "improvisation and politicization" that some social welfare programs are characterized by, especially in less advanced countries where their policies fail and are frustrated by current political conditions. Ultimately, the study aims to explore the feasibility and effectiveness of paradigms in performing social welfare policies.
