سيناريوهات مستقبل النزاع الأهلي اليمني

الملخص
ملخص: في ظل الانسداد الواضح بشأن التوصل إلى تفاهمات سياسية في اليمن بين التحالف الذي تقوده المملكة العربية السعودية من جهة و جماعة الحوثي من جهة أخرى ، والتصعيد الملحوظ الذي يشهده النزاع اليمني المسلح ، والذي اعتبره بعض المراقبين للنزاع مؤشراً على بداية "مرحلة جديدة" من النزاع العسكري المستمر منذ أكثر من سبع سنوات، وعلى الرغم من جهود المجتمع الدولي لإحلال السلام فإن مستقبل تسوية النزاع في اليمن يبدو غامضًا وخطيرًا في آن واحد، لأن جميع السيناريوهات التي قد تؤدي إلى شكل من أشكال الاستقرار النسبي لا تبدو قابلة للتحقق ويبقى السيناريو الأكثر رجحانًا هو سيناريو الفوضى المنضبطة. سوف نحاول من خلال هذه الدراسة، عرض مجموعة من السيناريوهات التي اُستلهمت عناصرها الأساسية من الأفكار والمشاريع المطروحة من بعض القوى السياسية ومن مراكز الأبحاث والكتَّاب والسياسيين، فبالنظر إلى الوضع الاقتصادي والسياسي والأمني الفريد في اليمن، وبالنظر إلى تعقيداته المحلية والإقليمية والدولية، فمن المرجح أن تستسلم البلاد لأحد السيناريوهات الثلاث التالية: سيناريو الوضع الراهن، سيناريو التسوية، سيناريو الانفصال. Abstract: In light of the apparent blockage over political understandings in Yemen between the Saudi-led coalition on the one hand and the Houthi group on the other, and the marked escalation of the Yemeni armed conflict, which some observers of the conflict saw as indicative of the beginning of a "new phase" of the military conflict that has been going on for more than six years, and despite the efforts of the international community to bring peace, the future of the settlement of the conflict in Yemen seems vague and dangerous at the same time, because all scenarios That may lead to some form of relative stability does not seem verifiable and the most likely scenario remains a disciplined chaos scenario. Through this study, we will try to present a set of scenarios whose core elements were inspired by ideas and projects from some political forces, research centers, writers and politicians, given Yemen's unique economic, political and security situation, and given its local, regional and international complexities, the country is likely to succumb to one of the following four scenarios: the status quo scenario, the settlement scenario, the separation scenario.
