الملخص
يطرح هدا المقال محاولة لتأصيل ترجمة للمصطلحين التقنينين الاقتصاديين (Swarming) و (Outsourcing) في الإنجليزية والذي يقابلهما في الفرنسية l’Essaimage وExternalisation بالنظر الى عدم وجود مقابل لهما في اللغة العربية. إننا نسعى الى تقديم ما يقابلهما، وهما الإفْرَاقْ والإسخراجية. انها نتاج برامج او اجراءات تشريعية طبقت في إطار التصحيح الهيكلي للمؤسسة العمومية الصناعية الجزائرية منذ 1990. اعتمدنا في البحث والتحقيق على وثائق وسجلات مؤسسة بروسيدار وتشريع الإفْرَاقْ الصادر عن وزارة الصناعة سنة 1994. تبين ان عدم تعريب هذان المصطلحان في فترة الإصلاحات الاقتصادية خلال التسعينات قد حال دون الاستفادة من مزايا تطبيقاتهما للمؤسسة والعمال. أن استعمالهما المحدود النخبوي من طرف ادارات المؤسسات إقتصر على فرض الهيمنة السلطوية. لقد ساهم عدم ترجمة المصطلحين والتعريف بهما كتقنية في عدم فهم العمال لهذا التشريع، وهو ما إنعكس سلبا فيما بعد على المؤسسات الصغيرة والمتوسطة الناشئة آنذاك. This article presents an attempt to establish a translation of the terms swarming and Outsourcing given that, there is no equivalent to them in the Arabic language. It is not easy to understand it by no specialist. This program have been applied in the two Algerian industrial enterprises since 1994, in researching in the documents of the enterprise, and swarming legislation. It was found that, the lack of Arabization of these two terms during the period of economic reforms in the nineties prevented us from benefiting from Advantages of its applications whether for the enterprise and workers. It have been used to imposing authoritarian hegemony. The lack of translation of the term contributed to the workers' lack of understanding of this legislation, which was later reflected negatively on the Swarmed small and medium enterprises.
