Soft Security Challenges In Algeria

Abstract

Abstract: Soft Security challenges in Algeria are not those big issues that impose themselves as internal or even external priorities on Algerian government, but have very much impacted Algeria’s economic, security and even politics, especially the problem of environment pollution problem, immigration issues, desertification, proliferation of arms and drugs, and diseases. This paper is an attempt to highlight these challenges in which are not exposed well by academics and researchers. The problem question of this study is, to what extent can Soft Security be an obstacle to Algerian development, particularly in economic field and political arena? The objective of the study is to point out the sorts of solutions that Algeria is prepared to face these challenges. This study is an analytical within ‘holistic approach’ with an understanding of the various terms of Soft Security threats in Algeria. ملخص: إن التحديات الأمنية الناعمة في الجزائر ليست قضايا كبيرة تفرض نفسها كأولويات داخلية أو حتى خارجية على الحكومة الجزائرية، لكن لها تأثير كبير على الأمن الاقتصادي وحتى السياسة الجزائرية خاصة مشكلة تلوث البيئة، قضايا الهجرة، التصحر، انتشار الأسلحة والمخدرات، والأمراض المعدية. هذه الورقة محاولة لتسليط الضوء على هذه التحديات التي لم يتم التطرق إليها بشكل كاف من قبل الأكاديميين والباحثين . تكمن مشكلة هذه الدراسة البحثية كالتالي: إلى أي مدى يمكن أن تشكل تحديات الأمن الناعم عقبة أمام التنمية الجزائرية خاصة في المجال الاقتصادي والتوجه السياسي؟ أما الهدف من الدراسة هو إبراز وتوضيح أنواع الحلول الممكنة التي يمكن للجزائر إبرازها لمواجهة هذه التحديات. منهجية الدراسة هي نهج تحليلي، ضمن "نهج شمولي" الذى يتضمن فهم المصطلحات المختلفة للتهديدات الأمنية الناعمة في الجزائر، والتي تساعد في فهم وبناء تحليل هذه الدراسة.
