الملخص
ملخص هدفت هذه الدراسة إلى الكشف عن واقع التحول الرقمي ببلدية برج بوعريريج، من خلال التتبع التاريخي لأهم الخطوات التي مر بها المشروع، والتعرف على أهم المعوقات التي واجهت تطبيقه الفعلي على أرض الواقع بزاوية سوسيوتنظيمية تحليلية، مستهدفين بذلك تحليل الوضع الراهن ومحاولة الخروج بمجموعة من النتائج والحلول التي من شأنها المساعدة على تحويل الأعمال والخدمات الإدارية التقليدية إلى أعمال وخدمات الكترونية، بما يحقق الاستخدام الأمثل للخدمات بسرعة عالية ودقة متناهية، فالبلديات اليوم مطالبة أكثر من أي وقت مضى بتكييف أساليب عملها وتعاملها مع المواطنين والتكيف مع المتغيرات التي حدثت على مستوى المجتمع ونظامه الاجتماعي ككل. وتوصلت الدراسة إلى الإجابة عن التساؤل العام لإشكالية دراستنا: إلى أين وصل مشروع التحول الرقمي ببلدية برج بوعريريج ؟ وما هي أهم العراقيل التي تقف أمام نجاحه؟ وكيف يمكن الوصول لبلدية الكترونية تستجيب لمتطلبات العالم الرقمي؟ بأن هناك تأخر كبير في تطبيق مشروع الإدارة الالكترونية ببلدية برج بوعريريج نتيجة عدم توفر البيئة المناسبة للتعامل مع متطلبات التحول الرقمي بهذه المؤسسة، خاصة إذا ما تعلق الأمر بجانب الاستثمار في الرأس المال البشري. الكلمات الدالة: البلدية الالكترونية، الإدارة الالكترونية، التحول الرقمي ، العالم الرقمي Abstract This study aims to highlight the reality of the digital transition in the municipality of Bordj Bou Arréridj , through the most important historical stages that the project has taken, and to identify the most frequent obstacles that have faced its implementation. work on the ground in an analytical socio-organizational angle, aiming to analyze the current situation and attempt to identify a set of results and solutions that contributed to the fluid transition from traditional administrative services to digital services, in order to obtain high-speed services with precision and efficiency, because the municipalities are called today more than ever to adapt their methods of work and treatment with citizens and according to the changes that have occurred at the level of society and its social system. The study came to an answer to the general question of the problem of our study: at what point is the application of the digital transition project of the municipality of Bordj Bou Arréridj? What are the most frequent obstacles to its application? How to achieve a digital municipality that meets the requirements and current evolution? We finally concluded that there is a great delay in its implementation, due to the absence of the ideal conditions to adapt to the climate of digital transition. Keywords: Electronic municipality, electronic administration, digital transition, digital world Résumé Cette étude vise à mettre en évidence la réalité de la transition numérique dans la commune de Bordj Bou Arreridj, à travers les plus importantes étapes historiques que le projet a franchi, et à identifier les obstacles les plus fréquents qui ont fait face à sa mise en œuvre sur terrain dans un angle socio-organisationnel analytique, visant à analyser la situation actuelle et tenter de dégager un ensemble de résultats et solutions qui contribuaient à la transition fluide des services administratifs traditionnels en services numérique, afin d’ obtenir des prestations à haut débit avec précision et efficacité, car les municipalités sont appeler aujourd'hui plus que jamais d'adapter leurs méthodes de travail et de traitement avec les citoyens et selon les changements survenus au niveau de la société et de son système social. Dans l’ensemble. L'étude est parvenue à une réponse à la question générale du problème de notre étude: à quelle point arrive l’application du projet de transition numérique de la commune de Bordj Bou Arreridj ? Quels sont les obstacles les plus fréquents pallient à son application? Comment atteindre une municipalité numérique qui répond aux exigences et évolution actuelle? Nous avons conclu finalement qu'il y a un grand retard de mise en œuvre de ce dernier, en raison d’absence des conditions idéals pour s’adapté au climat de la transition numérique.
