The Role Of Public Institutions In Enhancing International Cooperation To Promote Local Development Mechanisms _ The Case Of Aprue

Abstract
Due to its multiple dimensions, and its great impact on economic, social and environmental issues, the field of energy dominates the most of development Algerian policies. In this regard, public institutions, such as “National Agency for the Promotion and Rationalization of Energy Use: APRUE”, have been created to achieve a sustainable development through energy efficiency. The Agency's main role is centered on the development, the implementation and the follow-up of national energy efficiency programs. Furthermore, it contributes through international cooperation in the preparation the required mechanisms and measures that will enable local authorities, to better understand the issue of energy efficiency, as well as, energy saving. However, despite the importance of the role played by this agency, the absence of an actual evaluation of the agency's activity resulted in difficult determination of how and to what extent APRUE benefits from international cooperation in a vital field such as energy. Consequently, this leads to a lack of distinction between approaches and projects that raise the capabilities and the performance of local collectivities.
