الملخص
ملخص: من أجل ترقية مرافقها العمومية؛ تقوم الدول بتطوير نظم الإدارة ووسائلها، لكنّ أي تطوير لا يصل إلى مبتغاه ما لم يمسّ الجانب البشري المسؤول الأول على الرّقيّ بالخدمة العمومية وأدائها، والذي يجب أن يتعلّق بجانبين مهمين هما: التكوين الفني للموظفين، وترسيخ أخلاقيات الوظيفة العمومية في الواقع الإداري. يتضمن هذا المقال تأصيلا لمفهوم أخلاقيات الوظيفة العمومية، ويهدف إلى بيان الحاجة الملحة إليها، والعراقيل التي تواجه ترسيخها، ومجموعة مهمة من الاقتراحات المساهمة في تجسيدها. Abstract: Countries seek to upgrade their public services, and for this they develop management systems and means, but any development does not reach its goal unless it affects the human aspect primarily responsible for the advancement of services and its performance, which must relate to two important aspects: the technical training of employees, and the consolidations of ethics the public function in the administrative reality. This article includes a rooting of the concept of public service ethics, and aims to indicate the urgent need for it, the obstacles facing its consolidation, and an important group of suggestions that contribute to its embodiment.
