التّربية على وسائل الإعلام في تونس بين ضبابية الخطاب الرسمي وحراك المجتمع المدني

الملخص
ملخص بالعربيّة: رغم تطوّر المفهوم عالميّا، مازالت التربية على وسائل الإعلام في تونس تبحث عن تموقع لها رغم المبادرات المتنوعة التي أطلقتها مكونات المجتمع المدني من جمعيات ومنظمات وطنية ودولية، لذلك كان الهدف من هذه الدّراسة هو البحث في المكانة الحقيقيّة التي تحتلّها التربية على وسائل الإعلام في تونس سواء كان ذلك على المستوى الرسمي النظامي واللاّنظامي أو كذلك على مستوى المجتمع المدني الذي يخطو حثيثا في هذه المسألة. ولعلّه من الملفت للانتباه ضمن نتائج هذا البحث أن الخطاب الرسمي لا يتخذ موقفا صريحا من هذا البراديغم فلا ينكره ولا يقره ما جعله يتسم بالضبابية، هذا إضافة إلى غياب التنسيق بين مختلف الأطراف والمبادرات ما جعل كلّ الجهود تتّسم بالتشتّت وانعدام النّجاعة المستحقّة. وعليه تنادي عديد الأطراف أن الوقت قد حان لوضع سياسة وطنية تنظم ٱليّات تطبيق التربية على وسائل الإعلام في السياق التونسي في مختلف الأنساق والمجالات. Abstract: Despite the development of the concept at the international level as well as the diverse initiatives taken by civil society through both international and national NGOs and organisations, media literacy education in Tunisia is still searching for its position. That is why the aim of this study is to look for the real position that media literacy education occupies in Tunisia whether at the official level, in both formal and informal frameworks, or at the level of civil society as the latter is taking active and fast steps in this matter. It may also be striking to note among this study results that the official statements do not give an explicit position regarding this paradigm. Indeed, this discourse neither denies it nor approves it, which eventually made it ambiguous. Besides, there is no coordination between the different parties and initiatives. As a result, this made all efforts seem to be fragmented and without due efficiency. Accordingly, many parties claim that the time has come to formulate a national policy that regulates the mechanisms of applying media literacy education in the Tunisian context on different formats and fields.
