مصر: تحديات بناء الدولة على ضوء ثورة 25 يناير 2011

الملخص
تعتبر تحديات بناء الدولة في مصر من أهم المسائل المطروحة في مرحلة التحولات السياسية التي شهدتها عام 2011 نظرا لخلل آلية العمل الضرورية في مكوناتها الجوهرية، ذلك يعني أن أزمة بناء الدولة تكمن في أزمة فاعليتها الذاتية في تطوير النظام السياسي، الاجتماعي،الاقتصادي والثقافي الذي أصبح عاجزا عن أداء وضائفه التي أساسها تلبية حاجيات المواطنين وضمان العيش الكريم، وهذا ما نتج عنه الموجات المتلاحقة لما أطلق عليه "الربيع العربي" وحالات الخراب الكبرى التي شهدتها مصر من عنف واقتتال. لذلك سنتناول في هذه الدراسة أبرز التحديات التي تواجه عملية بناء الدولة في مصر، وذلك من خلال التطرق للأساس النظري لعملية بناء الدولة كمفهوم يرتكز على ضرورة بناء مؤسسات قوية وكل ما تضمنه هذا المفهوم من متغيرات وأبعاد ( ديمقراطية النظام السياسي، العيش الكريم، الحرية السياسية والحريات المدنية، العمليات السياسية، الانتخابات النزيهة، قنوات الحوار بين الدولة والمجتمع، التنمية الاقتصادية والاجتماعية). لذا تهدف هـذه المساهمة لتناول المعوقات والتحديات المرتبطة بعملية بناء الدولة والتحول في مصر، وتـحـليـل الديناميات والسياقات المختلفة التي تمثل مـحـددات لأزمة بناء الدولة . ومحاولة الوصول إلى نتيجة مفادها أن "الربيع العربي" الذي حدث في مصر يعتبر مؤشر على وجود خلل بنيوي في عملية بناء الدولة، وهذا ما نتج عنه مجموعة من الأزمات البنيوية العميقة تتعلق بقضايا الشرعية والمؤسسات، تداول السلطة وانسداد آفاق التغيير وتفاقم المشاكل الاقتصادية والاجتماعية وضعف التنمية بمختلف مستوياتها. الكلمات المفتاحية: الانتفاضة، الأزمة ،بناء الدولة، مصر ، التحول السياسي Abstract: The challenges of state-building in Egypt are among the most important issues raised during the political transitions that took place in 2011 due to the dysfunction in the necessary mechanism of action , which means that the stat-building crisis reside in the inability to develop the political, social, economic and cultural systems, when they became unable to perform their basic roles in satisfying citizens needs in decent living, in this context, favorable conditions were created to waves of unrest and violence named "arab spring". In this study we will address the most relevant challenges facing the state-building process in Egypt by studying the theoretical basis of the state-building us a concept based on the necessity of building strong institutions and it's variables and dimensions (Democracy, Decent living conditions, political freedom and civil rights, political processes, transparent elections, dialogue channels between the state and the society, economic and social development). the goal of this contribution is to address the major constraints and challenges related to the state-building transformation in Egypt and analysing the different dynamics and contexts representing the determinants of state-building crisis to try and consider the 'Arab spring" from the perspective of an marquer of a structural defect in the state-building process which caused a plethora of deep crisis relating to legitimacy, institutions, alternation of power, economic and social problems and weak development.
