أزمة الطاقة في أوربا ومستقبل الاتحاد الأوربي

الملخص
ملخص: لعلّ ما كان يصنع ريبة أوربا بالدرجة الأولى بعد الغزو الروسي لأوكرانيا هو أمنها الطاقوي قبل التفكير في دعم أوكرانيا ومكاتفتها، وقد حصل بعد أشهر من الحرب ما كانت دول الاتحاد الأوربي تتحاشاه في عقوباتها على روسيا. لكن، ما إن قدمت روسيا ملف الغاز إلى ريادة العقوبات على أوربا حتى حدث الإرباك على مستوى دول الاتحاد الأوربي التي سارعت إلى تفعيل منظومته السياسية والتشريعية للطاقة والتضامن لإمتصاص الصدمة وتلافي الانكشاف الكلي وتحوّل الأمر إلى أزمة حقيقية، لكنها لم تكن كافية لتلافي الأزمة وحماية الاقتصاد الأوربي، ليجد صناع القرار في دول الاتحاد أنفسهم أمام معضلة حقيقية، بين مواصلة العقوبات على روسيا وتأمين الإمدادات الطاقوية والبحث عن حلول بديلة، وهذا الذي شكّل مستوى معقدا للأزمة، والذي بدوره أحدث خللا بنيويا على مستوى الالتزام بسياسات الاتحاد الأوربي، وبين النزوع للأنانيات القومية، وهو المسعى الخطير الذي قد يأتي على فلسفة الاندماج والوحدة ويضع الاتحاد الأوربي على طريق التفكك التدريجي. Abstract: Perhaps what was creating Europe’s suspicion in the first place after the Russian invasion of Ukraine was its energy security, before thinking about supporting and conciliating Ukraine, and what happened after months of the war, what the European Union countries were avoiding in their sanctions against Russia, however, as soon as Russia submitted the gas file to the leadership Sanctions on Europe until confusion occurred at the level of the European Union countries, which hastened to activate its political and legislative system of energy and solidarity to absorb shock and avoid total exposure, and the matter turned into a real crisis, but it was not enough to avoid the crisis and protect the European economy, so that decision-makers in the countries of the Union find themselves in front of A real dilemma, between continuing sanctions against Russia, securing energy supplies and searching for alternative solutions, which constituted a complex level of the crisis, which in turn caused a structural defect in the level of commitment to the policies of the European Union, or the tendency to national selfishness, and this is a dangerous endeavor that may come on the philosophy of integration And unity, and puts the European Union on the path of gradual disintegration.
