أزمة التسيير المحلي وأثرها على التنمية المحلية في الجزائر

الملخص
إن فشل العديد من السياسات على المستوى المحلي شكل عائقا أمام التنمية المحلية في الجزائر.ويعود هذا الفشل لعدة أسباب سوء التسيير محورها الأساسي، و رغم كل المساعي والجهود التي تبذلها السلطات المركزية في توفير بيئة مناسبة على المستوى الداخلي و الخارجي للعمل من أجل خدمة المواطن المحلي و تحقيق مطالبه، إلا أن الواقع الملموس يعكس أزمة تسيير على المستوى المحلي تشكل تحديا كبيرا يجب على الجماعات المحلية تخطيه لتحقيق الأهداف التنموية. حيث سنهدف من خلال هذه الدراسة إلى تقديم تحليل موضوعي حول واقع التسيير داخل الجماعات المحلية في الجزائر،وما هي الأسباب التي تشكل هذه الازمة، وما مدى تأثيرها على التنمية المحلية في مجمل أبعادها. Abstract: The failure of many policies at the local level has been an impediment to local development in Algeria. This is due to several reasons that mismanagement is its main focus, and despite all the efforts and efforts made by the central authorities in providing an appropriate environment at the internal and external levels to work in order to serve the local citizen and achieve his demands, but the tangible reality reflects a crisis of management at the local level that represents a challenge Significant local collectivitie must overcome to achieve development goals. Where we will aim through this study to provide an objective analysis on the reality of management within the local collectivitie in Algeria, what are the most important reasons that constitute this crisis,and the exten of its impact on local development in all its dimensions.
