الملخص

ملخص : نتناول في هذه الدراسة دور منظمات المجتمع المدني المحلية "الوطنية " في الرقابة المستقلة على العملية الانتخابية بوصفها إحدى أهم المعايير الدولية في ضمان شفافية الانتخابات ونزاهتها، غير أن الضمانات المرافقة للرقابة المستقلة تبقى هي حجر الأساس في تقييمها والحكم عليها،والمتمثلة في الاستقلالية والحياد ،وشفافية مصادر التمويل ،تمتع المنظمة بالخبرات والتجارب اللازمة في مجال مراقبة الانتخابات ،مصداقية التقارير وموائمة التوصيات للتطبيق ،لكن رقابة المجتمع المدني في الجزائر وفي المنطقة العربية وإفريقيا عموما التي ترنو إلى التحول الديمقراطي المنشود والانتخابات الحرة والشفافة ما زالت قيد التكوين والتجربة لعدة عوائق سياسية واجتماعية تتعلق أساسا بتقبل الفكرة سياسيا بوجود سلطات مضادة مستقلة عن سلطة الدولة تهدف إلى مأسسة الحكم ،ثم مدى استقلالية المجتمع المدني من الناحية المالية والوظيفية . Abstract: This study aims at addressing the role of local civil society organizations in independent observation of the electoral process as one of the most important international standards so as to ensure the transparency and fairness of elections. However, the accompanying guarantees of the independent observation remains the cornerstone of their evaluation and judgement i.e. neutrality, transparent funding sources, the necessary expertise and experience which the organization has in the field of election observation, credibility of reports, and convenient recommendations for implementation. Yet, civil society observation in Algeria, in Africa, and in the Arab region in general, which aspires to a successful democratic transition as well as free and transparent elections, is still in its early stages of trial and formation. This is due to a number of political and social obstacles related mainly to accepting the idea politically in that there are counter authorities independent of the state’s authority which aims at institutionalizing governance, then the extent to which the civil society is independent financially and functionally .
