الملخص

عزز التعديل الدستوري لسنة 2020 مجموع الإصلاحات التي مست الغرفة الثانية في البرلمان الجزائري، والتي أقرها سابقا التعديل الدستوري لسنة 2016، وقد ارتبطت في جوهرها باختصاصات هذا المجلس، فبداية صار التصويت في مجلس الأمة لا يتجاوز الأغلبية المطلقة لأعضائه، بخصوص القوانين العادية والقوانين العضوية، مما أهمل تأثير الثلث المعين في هذا التصويت، بالإضافة إلى اختصاص أعضاء مجلس الأمة بحق المبادرة التشريعية، مع النظر أولا في نصوص القوانين المتعلقة بالتنظيم المحلي وتهيئة الإقليم والتقسيم الإقليمي للبلاد، وكذا ضمان حق إخطار المحكمة الدستورية من طرف 25 عضو مجلس الأمة على الأقل، أو من طرف رئيس مجلس الأمة، مع الإبقاء على اختصاصات هذا الأخير بخصوص الشغور الرئاسي. the constitutional amendment of 2020 strengthened the total of reforms that affected the second chamber in the Algerian parliament, which were previously approved by the constitutional amendment of 2016, and were linked in essence to the powers of this council, first the vote in the Nation council did not exceed the absolute majority of its members, regarding ordinary laws and organic laws, Where which The influence of the appointed third in this vote was neglected, in addition to the competence of members of Nation council over the right to legislative initiative, with first consideration of the texts of laws related to local regulation, creating the territory, and the territorial division of the country, as well as guaranteeing the right to notify the Constitutional Court by at least 25 members of Parliament, or from The president of the Nation council, while retaining the latter's competencies regarding the presidential vacancy.
