الملخص
لقد اهتم المؤسس الدستوري بموضوع الحقوق والحريات العامة و أولاها عناية خاصة لاسيما الحق في ممارسة حرية الجمعيات ، هذا الحق الذي أقرته الإعلانات والمواثيق الدولية وشمله التعديل الدستوري الأخير لسنة 2020 بإضافات جديدة في المادة 53 وهذا من شأنه أن يعزز مكانة هذا الحق الذي يعد شركا فعالا للدولة وأساسيا من أجل النهوض بالتنمية في مختلف الميادين، وتحقيقا لذلك سعى المشرع الجزائري منذ زمن في مراجعة التشريعات ذات الصلة بهدف السماح بممارسة هذا الحق بكل حرية دون تقييد، تمكينا لممارسة حقوق أخرى إلا أنه رغم ذلك يظل حق ممارسة حرية التنقل نسبيا غير مطلقا. The constitutional founder has been concerned with the subject of public rights and freedoms, the first of which is special attention, especially the right to exercise freedom of association. This right, which was adopted by international declarations and conventions, was included in the new constitutional amendment 2020 with new additions in Article 53, which would enhance the status of this right, which is an effective partner of the State and essential for promoting development in various fields.
