واقع الهجرة غير الشرعية في الجزائر وآليات مجابهتها

الملخص
نتيجة لتسارع وتيرتها وتنوع أشكالها واتساع أبعادها، أصبحت الهجرة غير الشرعيـــــــــة ظاهرة دولية عابرة للحدود، تشغل بال الحكومات على المستوى المحلي والإقليمي والدولي، وذلك نظرا لما تحدثه من انعكاسات سلبية على الجانب الأمني والسياسي، وما تخلفه مـــــن آثار بالغة على البني الاقتصادية والاجتماعية والصحية. ولذلك وجب تعزيز التعاون الدولي، خاصة الإقليمي منه، من أجل بلورة سياسة مشتركــــة لاسيما في الجانب الأمني و التشريعي لمواجهة هذه الظاهرة، وذلك بإبرام اتفاقيات جديــدة وتفعيل الموقعة منها. وبالنظر إلى عدم كفاية المقاربة الأمنية وحدها لمجابهة الظاهرة، فإنه بات لزاما على الدول المعنية بها،إحداث تنمية مستدامة على المستوى الاقتصادي والاجتماعي بدعم المشاريــــــع الكفيلة بالحد من الهجرة السرية، وكذا تطوير المنظومة التشريعية لمواكبتها،وهي الخطوات التي باشرتها الجزائر مؤخرا ولو بخطى بطيئة As a result of the acceleration of its pace, the diversity of its forms and the widening of its dimensions, illegal immigration has become an international cross-border phenomenon that preoccupies governments at the local, regional and international levels, due to the negative repercussions it has on the security and political side, and its severe effects on the economic, social and health structures. Therefore, it is necessary to strengthen international cooperation, especially regional ones, in order to formulate a common policy, especially in the security and legislative aspect to confront this phenomenon, by concluding new agreements and activating those signed by them. Given the inadequacy of the security approach alone to confront the phenomenon, it has become imperative for the countries concerned with it, to bring about sustainable development at the economic and social level by supporting projects that can reduce clandestine immigration, as well as developing the legislative system to keep pace with it, which are the steps that Algeria has taken recently, albeit at a slow pace
