المؤسسات الناشئة وحاضنات الأعمال وفقا لأحكام المرسوم التنفيذي 20-254 Start-up And Business Incubators Under The Provisions Of Executive Decree

الملخص
تُعد المؤسسات الناشئة وحاضنات الأعمال من النماذج الاقتصادية المستحدثة التي فرضت نفسها في اقتصاديات العديد من الدول، بهدف تشجيع واحتضان المشاريع الناشئة ومساندة أصحاب الابتكارات. والجزائر كغيرها من الدول تبنت هذا النموذج في عدة مراحل، إذ ظهرت بوادر المؤسسات الحاضنة منذ بداية القرن العشرين، وتزامن ذلك مع الإصلاحات الاقتصادية التي قامت بها الدولة، إذ تم تنظيم مشاتل المؤسسات، والحاضنات التكنولوجية. ليتم في سنة 2020 استحداث وزارة خاصة وُضعت تحت إشرافها المؤسسات الناشئة، وتم استحداث مرسوم تنفيذي يخول لجنة مختصة منح علامة مؤسسة ناشئة وحاضنات الأعمال ومشروع مبتكر وفق شروط وضوابط محددة. The start-up and business incubators is one of the newly developed economic models that have imposed themselves in the economies of many countries, with the aim of encouraging and incubating emerging projects and innovative owners. Algeria, like other countries, adopted this model in several stages, as the incubator institutions appeared since the beginning of the twentieth century, and this coincided with the economic reforms carried out by the state, as nurseries of institutions and technology incubators were organized. In 2020, a special ministry will be created, under the supervision of which startups will be placed. An executive decree and a specialized committee have been created to undertake the granting of the brand of a start-up institution, business incubators and an innovative project.
