الشاب الجزائري بين البطالة والانحراف

الملخص
الشباب هم أساس المجتمع ومورده البشري الدائم وسبب ازدهاره وتقدمه، فمجتمع بدون شباب هو مجتمع في طريق الزوال والانقراض لذلك نرى الكثير من الدول الأوروبية وحتى كندا مثلا تسهل الهجرة لهذه الفئة، خاصة منها التي تمتلك مؤهلات علمية ومهنية. هذه الطاقة البشرية الهائلة المتمثلة في الشباب وجب الاعتناء بها، تعليمها وتكوينها حتى نتمكن في المستقبل من توظيفها في جميع المجالات والقطاعات. في الجزائر نجد لا تكافؤ بين عدد الباحثين عن عمل ومناصب الشغل المتوفرة، ما نتج عنه ظاهرة البطالة والتي عجزت الدولة منذ سنين عن القضاء عليها أو تقليصها رغم المجهودات المبذولة من طرفها لتوفير مناصب شغل ووضع التقاعد النسبي.... كل هذه الأمور انعكست سلبا على الشباب وجعلته يفكر في حلول أخرى كالهجرة وحتى أنها دفعت بعضهم إلى الانحراف. إن انحراف الشباب الجزائري اليوم أصبح أمرا مقلقا، حتى أن الدولة حاولت عن طريق وضع أليات عقابية مشددة تخفيض نسبة الانحراف في المجتمع بصفة عامة وعند الشباب والمراهقين خاصة إلا أن كل خططها في هذا المجال باءت بالفشل وهذا راجع لعدة عوامل أهمها: عدم قدرتها على توفير مناصب الشغل الكافية للشباب خاصة المتعلمين منهم وأصحاب المهن والحرفيين والذين تزداد أعدادهم عاما بعد عام. إن للبطالة دور أساسي في اتجاه شباب اليوم إلى الانحراف وهو ما أثبتته العديد من الدراسات العربية والأجنبية وهذا ما حاولنا مناقشته في هذا المقال. Young people are the basis of society and its permanent human resource and the reason for its prosperity and progress. A society without youth is a society on the path of demise and extinction. Therefore, we see many European countries, and even Canada, for example, facilitating migration for this group, especially those with scientific and professional qualifications. This tremendous human energy represented by youth must be taken care of, educated and trained so that in the future we can employ it in all fields and sectors. In Algeria, we find an imbalance between the number of job seekers and the available job positions, which resulted in the phenomenon of unemployment, which the state has been unable for years to eliminate or reduce despite the efforts made on its part to provide jobs and the relative retirement status.... All these matters have negatively affected Young people and made them think of other solutions such as immigration and even pushed some of them to deviate. The delinquency of Algerian youth today has become a matter of concern, so that the state has tried, by putting in place severe punitive mechanisms, to reduce the rate of deviation in society in general and among young people and adolescents in particular, but all its plans in this area have failed and this is due to several factors, the most important of which are: its inability to provide job positions It is sufficient for young people, especially the educated, professionals and craftsmen whose numbers increase year by year. Unemployment has a fundamental role in the tendency of today's youth to deviate, which has been proven by many Arab and foreign studies, and we will try to address all these points in this article.
