الملخص
إنّ واقع الأزمة المركبّة والمعقّدة في مالي وتطوّراتها المتلاحقة تقودنا إلى الاعتقاد أنّ التقدّم في موضوع بناء السلام في هذا البلد المضطرب لازال بطيئا وهشا ويواجه في طريقه الكثير من المخاطر والتحديات قبل أن يصل إلى نقطة اللاعودة. ومردّ هذا التعثّر والاستعصاء إلى أنّ وصفات الخروج من النزاع وتسويته نهائيا بقيت هي ذاتها المعتمدة إلى غاية الآن، ما يقتضي تجاوز المضامين التقليدية المعتادة لهذه الوصفات وإيجاد حلول مبتكرة تتساوق مع مستجدات الأزمة في مالي ومع السياقات الإقليمية المتغيرة، وتؤسس لحل مستديم يعيد بناء الجماعة الوطنية -التي تمّ إنهاكها بفعل التوترات المناطقية الداخلية والتدخلات الخارجية- على أسس متينة جديدة تحقق اندماجا وطنيا حقيقيا يضمن سلاما دائما في البلد (مأسسة السلام)، بإشراك جميع مكوناتها في السلطة وتوزيع عادل للثروة من خلال عمليات متوافق عليها مستديمة وفي العمق، بعيدة عن التفرّد، المؤقّتية والسّطحية. The reality of the compound and complex crisis in Mali and its successive developments lead us to believe that progress on the issue of building peace in this troubled country is still slow and fragile and faces many dangers and challenges on its way before it reaches the point of no return. The reason for this faltering and intractability is that the prescriptions for exit from the conflict and its final settlement remain the same adopted until now, which requires going beyond the usual traditional contents of these recipes and finding innovative solutions that are in line with the developments of the crisis in Mali and with the changing regional contexts, and establish a sustainable solution that rebuilds the national community -which has been exhausted by internal regional tensions and external interventions- on new solid foundations that achieve true national integration that guarantees lasting peace in the country (the institutionalization of peace) by involving all its components in power and a fair distribution of wealth through consistent, sustainable and in-depth processes that are far from singular, temporary and superficial.
