الملخص
في كل الأزمنة وفي مختلف أنحاء العالم، كانت المياه وإدارة المياه عاملا لرهانات سياسية وجيوسياسية كثيرة. أفريقيا لم تكن تاريخيا مسرحا أساسيا للنزاعات الهيدروسياسية، ولكنها أصبحت تواجه تحديات غير مسبوقة في مجال إدارة الموارد المائية في السنوات الأخيرة، تحديات فرضت نفسها بشكل متزايد نتيجة سياقات مستجدة صنعتها -إضافة إلى عوامل أخرى- ندرة المياه الصالحة والخلافات المتزايدة بشأن الحق في الوصول إليها وتوزيعها بطرق عادلة ومتوافق عليها. تحاول هذه الدراسة فهم أبعاد نزاعات المياه وتأثيراتها القائمة والمحتملة على الأمن في القارة الأفريقية من خلال توظيف مفهوم المركب الهيدروسياسي (le complexe hydro- politique) والذي يمكننا من توضيح العلاقة بين إشكاليات الأمن المائي والنزاعات في مناطق وفضاءات جيوسياسية أفريقية هيدرو-نزاعية (zones hydro-conflictuelle) ذات مخاطر أمنية عالية تتميز بتواجد عدة دول متجاورة حول مجاري أو مستجمعات مائية عابرة للحدود. إن حيوية المصالح التي تتواجد بهذه المركبات الهيدروسياسية الإقليمية تحولها إلى نطاق تتركز فيه رهانات سياسية وأمنية معقدة، وإلى فضاء لمصالح ونشاطات دبلوماسية ثنائية ومتعددة الأطراف يكون فيها للموارد المائية الدور الأساسي. Abstract: At all times and in different parts of the world, water and water management have been a factor of many political and geopolitical stakes. Africa has not historically been a primary theater for hydropolitical conflicts, but it has faced unprecedented challenges in the management of water resources in recent years, challenges that increasingly imposed themselves as a result of emerging contexts created by - in addition to other factors - the scarcity of safe water and the growing disputes over the right to access and distribution of it in fair and acceptable ways. This study attempts to understand the dimensions of water conflicts and their existing and potential impacts on security in the African continent by employing the concept of the hydropolitical complex, which enables us to clarify the relationship between water security problems and conflicts in hydro-conflict African geopolitical regions and spaces with high security risks characterized by the presence of several neighboring countries around the waterways or transboundary watersheds. The vitality of the interests that exist in these regional hydropolitical complexes turns them into a domain in which complex political and security stakes are concentrated, and into a space for bilateral and multilateral diplomatic interests and activities in which water resources have a primary role.
