الملخص
During the Ottoman period in the first two centuries,the sixth and the seventh of the Ottoman ruling, the Baylik of the West was living in cultural recession and civilizational stagnation that had never witnessed in the previous ecas the situation in the Baylik of the West was caracterized bey military feature due to the demands of military defence against the Spaniards in Oran and Marsa kbir,and also due to the strained relations between the Ottoman authority in Algeria and the sultans of the far West .And undoubtly,the situation resulted in consequences and fallouts that reflected negatively on various aspects such as the literary and cultural life in the area . Bey the late of the eigthe century A.D,the Baylik of the West witnessed a remarkable scientific revolution resesented in the emerge of ist capitals as brilliant scientific and intellectual centers like: Mazouna ,Mascara,and Oran . In fact ,man factors contributed to revive and resurrect the scientific movement in the area and the most important of wich was Bey Mohamed Ben Ottoman Kbir (the great) who had a great role in encouraging culture and raising ist features ,and resoring the city of Oran definitively fromspaniards in 1792 .This situation led stability especially in the Beylik of the West of Algeria in general.
