التدخل الإنساني بين النظرية والتطبيق؛ المفهوم والواقع

الملخص
تسلط هذه الورقة البحثية الضوء على مفهوم التدخل الإنساني في أبعاده الفلسفية والسوسيولوجية. مركزة في ذلك على التفاوت الحاصل بين المفهوم وبين واقع التدخل العسكري. فالتدخل الإنساني باعتباره استعمال القوة العسكرية بذريعة الحد من انتهاكات حقوق الإنساني يتناقض مع مبادئ القانون الدولي الذي ينص على سيادة الدولة. وتتمحور إشكالية المقال حول تحليل التدخل الإنساني في أبعاده العبر تخصصية. ويفترض المقال أن مفهوم التدخل الإنساني مفهوما متنازعا عليه جوهريا ويثير إشكالات فلسفية وسوسيولوجية باعتباره لا يعبر عن قيم أخلاقية عالمية. وقد اعتمد المقال في تحليله للإشكالية على المقاربة المابين تخصصية من خلال اعتماده على حقول معرفية متعددة. وخلص المقال إلى أن مفهوم التدخل الإنساني الذي نشأ في بيئة ثقافية خاصة هي الثقافة الغربية لم يرق فكريا ولا عمليا لواقع حقوق الإنسان في العالم. This article addresses the concept of humanitarian intervention in its philosophical and sociological dimensions. By focusing on the difference between the concept and the reality of military intervention. Humanitarian intervention as a use of military force on the pretext of limiting human rights violations is contrary to the principles of international law, which provides for State sovereignty. The issue of the article revolves around the analysis of humanitarian intervention in its transdisciplinary dimensions. The article assumes that the concept of humanitarian intervention is a fundamentally contested concept and raises philosophical and sociological problems because it does not reflect universal moral values. In its analysis of The Problem, the article relied on the interdisciplinary approach by its dependence on multiple areas of knowledge. The article concluded that the concept of humanitarian intervention could not reflect, in intellectual or practical terms, the reality of human rights in the world.
