الملخص: .يعد الحكم الراشد الأسلوب المستحدث للحكم، والذي عملت أغلب الدول على إتباعه ضمن نظامها الداخلي، من أجل النهوض بالتنمية الرشيدة في مختلف مجالاتها، إلا أنه ولكي يؤدي الدور المنوط به لابد وأن ينبني على عدة مقومات، من ذلك مثلا ما يحتاجه الحكم الراشد من مقومات من أجل تحقيق التنمية السياسية. فالهدف الأساسي من تناول هذا الموضوع هو إبراز أهم المقومات التي تفعل دور الحكم الراشد في مجال التنمية السياسية، حيث تم تحليل ودراسة مختلف العناصر التي تتكفل بالإجابة على مشكلة البحث ، إذ بالفعل تم التوصل إلى مجموعة معتبرة من هذه الأساسيات أو المقومات، معتمدين في ذلك على المنهج الوصفي التحليلي. تختلف هذه المقومات من دولة إلى أخرى، وتتنوع لتشمل ما يسمى بالاستقرار الاقتصادي والاجتماعي، الاستقرار السياسي الذي كان محور دراستنا ، بالإضافة إلى ضرورة تفعيل دور الرقابة، حيث اختصرنا دراستنا فيما يتعلق بالرقابة الوصائية على المجالس المنتخبة. مع العلم أن هذا النوع من الرقابة له علاقة وطيدة بالاستقرار السياسي، الذي يعد أحد أهم ميكانزماته المشاركة الشعبية الواسعة في تسيير شؤون الحكم، عن طريق ممثلين في المجالس المنتخبة، غير أن هذا الأمر مقيد بالرقابة الوصائية، حتى لا يكون هناك استغلال للسلطة، وخدمة المصالح الخاصة على حساب المصلحة العامة، التقيد الصارم بما جاء به الدستور والقوانين،تفعيل مبدأ التداول على السلطة، التقيد بمبدأ الديمقراطية وحرية التعبير ، التركيز على الكفاءات والنخبة العلمية. .......................good governance is the new method of judgment, Which most countries worked to follow Within its internal system, In order to promote rational development In various fields, However, in order to fulfill the role assigned to it, it must be based on several components, For example, what good governance needs in order to achieve political development.
