الوقف في الجزائر، الواقع ومتطلبات تفعيل دوره التنموي Waqf In Algeria, The Reality And Requirements For Activating Its Development Role

الملخص
هدفت هذه الدراسة إلى تشخيص واقع الوقف في الجزائر، وكذا توضيح معيقات تطويره، والبحث عن سبل تفعيل دورها التنموي. حيث حاولت هذه الدراسة في الجانب النظري التعريف بالوقف وشروطه وكذا أنواعه، لإبراز الدور الفعال الذي تلعبه في تحقيق التنمية، وخلص البحث إلى أن قطاع الأوقاف مزال متأخراً في الجزائر، حيث أنه يواجه العديد من المعيقات والصعوبات، التي تحول دون لعبه لدوره التنموي المنوط به، فهو يحتاج لإعادة هيكلة في شكل صندوق أو صناديق وقفية، وكذا تفعيل الوقف النقدي الذي من شأنه أن يشجع على إنشاء المزيد من الأوقاف، ویسمح بطرق ومجالات استثماریة عدیدة. This study aimed at diagnosing the reality of the waqf sector in Algeria, as well as clarifying obstacles to its development, and searching for ways to activate its developmental role. This study concluded that the waqf sector was neglected in Algeria, where it was still facing many obstacles and Difficulties that prevent it from playing its developmental role. This study attempts to define the waqf and its conditions as well as its types to highlight the effective role it plays in achieving development. Which needs to be restructured in the form of a fund or waqf funds, as well as to activate the monetary moratorium that would encourage the establishment of more waqfs, and allows for many ways and areas of investment. Cette étude visait à diagnostiquer la réalité du secteur du waqf en Algérie, à clarifier les obstacles à son développement et à rechercher les moyens d'activer son rôle de développement. Cette étude a conclu que le secteur du waqf était négligé en Algérie, où il se heurtait encore à de nombreux obstacles et difficultés qui l'empêchaient de jouer son rôle de développement. Cette étude tente de définir le waqf et ses conditions, ainsi que ses types, afin de mettre en évidence son rôle effectif dans la réalisation du développement. Ce qui doit être restructuré sous la forme d'un fond ou d'un fonds de waqf, ainsi que l'activation du cash waqf qui encouragerait la création de davantage de waqfs, et permet de nombreux modes et domaines d'investissement
