الملخص
نهدف من خلال هذه الدراسة إلى تسليط الضوء على الحلول الاستثمارية الحديثة التي تعمل على تنمية الاموال الوقفية والوصول الى أكثر أشكال الاستثمار كفاءة ونماء مما فيه مصلحة المستفيدين من الوقف، بهدف تفعيل دور الوقف ليكون احد الدعائم الاساسية لتحقيق الأهداف التنموية المتعددة الدينية والاجتماعية والاقتصادية والثقافية والانسانية، حيث تطرقنا الى صناديق الاستثمار الوقفية التي تعد أهم أوعية إدارة وتنمية أموال وأصول الأوقاف، التي تجمع بين حبس الأصل وتنميته واستثمار عوائده في مصارف خيرية وتنموية متنوّعة، نظرًا لما تتمتع به من إطار قانوني وسياسات خاصة بالشفافية والحوكمة بالإضافة إلى كونها تخضع لإشراف جهات حكومية، وتخضع للرقابة الداخلية والخارجية، كما تتيح تلك الصناديق خاصية تنويع محفظة الوقف بالكفاءة العالية بما يحقق النفع لعين الوقف والواقف والجهة المستفيدة من خلال الاستثمار في أصول متعددة، كما تتيح الفرصة للجمهور للمشاركة بأموالهم في الأوقاف. وهذا ما لمسناه من خلال دراسة صندوق الإنماء وريف الوقفي السعودي، والذي يعتبر نموذج للتأسيس والاقتداء به وتعميم نجاحه في مجال الوقف لتكون الصناديق الاستثمارية أداة فاعلة تتولى مهمة النهوض بالدور التنموي للوقف في مجتمعاتنا. The objective of this study is to shed light on the modern investment solutions that are working on the development of endowment funds and access to the most efficient forms of investment and development in the interest of beneficiaries of the Waqf in order to activate the role of the Waqf as one of the basic pillars for realizing the multi- Where we discussed the Waqf investment funds, which are the most important tools of the management and development of funds and assets of endowments, which combine the imprisonment of the asset and its development and investment returns in various charitable and development banks, in view of the legal framework and special policies Transparency and governance as well as being subject to the supervision of government agencies and subject to internal and external controls. These funds also offer the ability to diversify the Waqf portfolio with high efficiency in order to benefit the endowments and the beneficiaries through investing in multiple assets. This is what we have seen through the study of the Fund for Development and Rural Endowment Saudi, which is a model for the establishment and follow-up and the dissemination of its success in the field of Waqf to be an effective tool for the task of promoting the developmental role of the Waqf in our societies.
