الحكومة الإلكترونية: مقاربة مفهومية ونظرية

الملخص
تستعرض الورقة البحثية مخرجات مساعي تطويع التكنولوجيا في إدارة الشأن العام في جانبيها التنظيري والسياقي؛ فعلى المستوى التنظيري والمفاهمي، تطرقت إلى إسهامات مفكري الإدارة حول خصائص، ضرورات ومخرجات التعامل المنطقي للحكومات والمنظمات مع التطور التكنولوجي، باعتبارها حتمية لا خيارا. في حين ركزت في مستواها السياقي على موجبات هذا التعامل، وما يجب أن تكون عليه المجتمعات والمنظمات والمواطنون لكي تتمكن من التطويع المفيد للتكنولوجيا لتحقيق الإصلاح الإداري وتحديث الحكومة. توصلت الدراسة إلى أن نجاح جهود إنفاذ الحكومة الإلكترونية تستند إلى متطلبات حاسمة، تنقسم إلى ما يرتبط منها بالمواطن، البنية التحتية لتكنولوجيا الاتصال والمعلومات، وما يرتبط منها بمتطلبات سياسية (الإرادة السياسية)، واقتصادية (القدرة التمويلية)، على أن تراعي جهود الإنفاذ احترام تدرج التطبيق (المراحل). Abstract: The research paper represents the outputs of technology development endeavors in tne management of public affairs in both sides the theoretical and contextual ones. On the theoretical and conceptual level, it highlights the contributions of management thinkers about the characterisics of the outputs of the logical dealing of governments and organizations with the development of technology. In its contextual level, it focused on the requirements for this interaction and what organizations, societies and citizens must be in order to be able to use technology to achieve administrative reform and modernize the government. The study concluded that the success of e-government enforcement efforts is based on critical requirements divided into what is associated with the citizen, the infrastructure of information and communication technology, and all that are related to political and economic requirments with taking into consideration the steps and efforts.
