الملخص
Economic interests become the main behavior of individuals and groups, the strongest motivation for convergence between these groups by establishing an economic relation and overlapping among them, based on the establishment of contractual agreements and regulations in overt achieve the economic goals between all the parties. Hence, the importance of Mediterranean European countries policy comes to identify the real differences and problems between the two Mediterranean shores, and then to find ways to make proposals, and strategies in order to avoid misunderstanding and balance in the inter relationship between the two shores.
