الملخص
ملخص: لضمان إدماج ذوي الاحتياجات الخاصة و ترقيتهم كأفراد عاديين في المجتمع ؛ أصدرت الجزائر العديد من القوانين الخاصة التي قررت العديد من الآليات و الوسائل لحماية هذه الفئات و ترقيتهم وتسهيل إدماجهم في المجتمع كأشخاص عاديين ، فكان من بين أهم ما صدر من قوانين في هذا المجال قانون رقم 02-09 مؤرخ في 25 صفر عام 1423 الموافق لـ 08 مايو سنة 2002 ، المتعلق بحماية الأشخاص المعوقين و ترقيتهم بالجزائر ، لذا سوف نحاول من خلال هذه الورقة البحثية بيان ما قرره المشرع الجزائري من آليات لإدماج ذوي الاحتياجات الخاصة و الوقوف على الجهود المبذولة من الدولة و المعوقات القانونية والإدارية التي تواجه تحقيق الإدماج الفعلي لذوي الاحتياجات الخاصة في المجتمع الجزائري. Abstract: To ensure the integration of the people with special needs and their promotion as ordinary individuals in society, Algeria has issued several special laws which have decided on various mechanisms and means to protect and promote these groups and facilitate their integration into society as ordinary people. Among the most important laws issued in this area was the Law No. 02-09 dated 25 Safar in 1423, corresponding to 08 May 2002, related to the protection of persons with disabilities in Algeria and their promotion. So, in this research paper, we will try to explain the decision of the Algerian legislator to integrate the people with special needs and to identify the efforts exerted by the state and the legal and administrative obstacles facing the actual integration of people with special needs into the Algerian society.
