صندوق ضبط الايرادات الجزائري كأداة لتحقيق الاستقرار الاقتصادي (دراسة تحليلية لتقييم استخدامات الصندوق خلال الفترة 2000-2017)

الملخص
الملخص : هذه الدراسة تهدف الى تقييم وتحليل صندوق ضبط الايرادات الجزائري في جانب الأهداف المحددة له و المتمثلة في تمويل عجز الخزينة العمومية وتخفيض الدين العام خلال الفترة 2000-2017ومدى نجاحه في تحقيق هذه الأهداف خصوصا في ظل الصدمة السلبية لأسعار البترول المسجلة على مستوى الأسواق المالية الدولية منذ سنة 2014 ، من خلال تقييم وتحليل الاقتطاعات المالية من صندوق ضبط الايرادات والموجهة لتمويل العجز الموازني و تخفيض الدين العمومي ،وجدنا أن صندوق ضبط الايرادات يمول عجز ناجم عن ارتفاع النفقات العمومية خصوصا نفقات التسيير ،كما أن ايرادات الميزانية تتأثر بشدة بتقلبات سعر البترول في السوق المالية الدولية ،كما أن نجاح هذا الصندوق في تحقيق الأهداف المرسومة له يرتبط بتقلبات أسعار النفط على مستوى الأسواق المالية الدولية ،ويظهر ذلك بشكل واضح في لجوء الحكومة الى القرض السندي سنة 2016،بالاضافة الى التمويل الغير التقليدي لسنة 2018،وذلك في ظل نضوب الموارد المالية لهذا الصندوق ابتداء من سنة 2018 من أجل تمويل عجز الخزينة العمومية . ABSTRACT: This study aim to evaluate and analyze the Algerian sovereign wealth Fund on the side of his substantial objectives of financing the deficit of the public treasury and reduction of public debt during the period 2000-2017 and its success in achieving these goals, especially in the light of the negative shock of oil prices recorded in the International financial markets since mid-2014, and through the assessment and analysis of financial deductions from the Algerian sovereign wealth Fund FRR for the financing of the public treasury deficit and the reduction of public debt,We found that the FRR finances a deficit caused by high public expenditures, especially management expenses, and budget revenues are heavily influenced by fluctuations in the price oil in the international financial market, and the success of this fund FRR in achieving its goals is impacted by the volatility of oil prices at the market level of international finance ,this situation clearly reflected in the Government's recourse to the Sindhi loan in 2016, as well as non-traditional financing of 2018, in the light of the depletion of the Fund's financial resources from 2018 to finance the deficit of the public treasury.
